Clancy & Theys Construction Company provided construction management services for the 824 Building project, which involved the redevelopment of Military Circle Mall’s former anchor store, JC Penney, into leasable tenant space. After JC Penney closed this location, the city of Norfolk decided to pursue different avenues to fill the space. Through a partnership with the Commonwealth of Virginia and the city of Norfolk, Movement Mortgage invested in the space to relocate its operations center to the first floor. The second floor was converted to office space for an additional tenant, Optima Health.
The goal of the project was to completely transform the former department store into a modern, open office space; however, the team was up against an aggressive nine-month schedule required for Movement Mortgage to seamlessly transfer its operations and more than 600 employees into their new home.
The build out of the new tenant space began with the complete interior demolition. The scope of work for the project also included new core areas, such as entrances and restrooms, which were built in conjunction with the renovations.
The project included all new mechanical, electrical, plumbing, and fire sprinkler systems. New finishes, including a combination of carpet and epoxy floors, were installed throughout the space. The space also incorporated a combination ceiling concept that incorporated both Acoustic Ceiling Tiles (ACT) ceilings and open ceilings where the structure and MEP overhead items are visible.
Early involvement of all parties allowed the team to combine their expertise to develop the best and most realistic plan for construction. Ultimately, the project’s success was resounding, and a testament to the benefit of a collaborative team approach.
This project was awarded the Associated Builders and Contractors’ Virginia Chapter’s Honor Award of Excellence for Commercial Renovation projects over $1M.
